Baseball Rule Is Broken All The Time

Why is a rule in the arrangement if it has never applied? This rule is not respected at all times. Baseball players to do it in a sneaky way, so it is almost never called. Baseball rules clearly state that you can not block a base without baseball. Those are the rules. Many players do not just bend the rules of baseball, but completely broken. If you do not apply a rule, why do we still have the rule book? Hunters do it in almost every close game to the plate and get away with it 100% of the time. Infielder out with her very close to 100% of the time. They say the hand is quicker than the eye, but in this case, the knee is often faster than the eye. What infielder will do is block based on a split second before being discarded. It happens so fast that they escape.
